I've not got a problem with these plans in principal and I'd like to see them used in some form as a replacement for the DDA but as always the devil is in the details.
This bit made me laugh..."Ruff justice: Owners of all breeds, including border collies like this, may have to pay for tests"
Typical press ignorance, they post a picture of an innocent looking Border Collie with a quote that implies that such a lovely fluffy doggy woggy could never hurt anyone without realising that Border Collies always place quite highly if not at the top of bite statistics.

they do the same thing were we lived in spain (with wearing muzzles in public places). if it gets certain dogs off of death row then why not,the only thing is our government will add loads of stupid rules, and the tossers who use there dogs to intimidate others wont bother anyways.i agree with the collie coment owen.

Competence tests! If it eventually makes law it will be interesting to see how it is used in practice, most problem owners will just acquire a dog regardless but the law may then be used as tool to seize dogs from problem owners.
I agree that anything which replaces the DDA should be an improvement. I hope they lift the ban on specific breeds but somehow I don't think they will.

what makes anyone think these people would take any notice!!!! thats the problem, rules only work for those that obey them! and the rest carry on regardless, which defeats the object!!!!
